ISSUANCE OF “BANNING” SLIPS BY
JESUP HOUSING AUTHORITY
The JHA premises are for the exclusive use and enjoyment of the residents, members of their households, their invited guests and visitors, and such other persons who have legitimate business on the premises, ie law enforcement, other governmental personnel, utility service workers, JHA contractors, and others as authorized by the JHA. All other persons will be regarded as trespassers subject to prosecution as allowed by state or municipal ordinance. Any person who desires access to any development premises and any person found on the walks, ways, playgrounds, parking lots, drives and other common areas of the development premises will be required by law enforcement or JHA personnel to identify himself or herself and to prove authority to be on JHA property. Any person who refuses to provide personal identification or cannot show authority to be on the premises will receive a banning notice ordering the person to leave the development premises or be subject to arrest and prosecution to the extent permitted by state law or municipal ordinance.
In this effort to provide a decent, safe and sanitary environment for the residents of the JHA, individuals who are not residents of JHA public housing may be placed on written notice that they are no longer welcome on JHA property. A decision to ban the individual shall be made upon receipt and review of police reports, disturbances on the property, loitering, security notices, etc. issued by the Jesup Police Department, JHA Personnel or the Wayne County Sheriff’s Office. A copy of the crime report or security notice may accompany the notification letter.
A written notice will be sent to the appropriate JHA leaseholder as well, in the event the incident which caused JHA to request the individual to be banned from JHA’s properties happened within their JHA dwelling unit as a visitor, or at the property in the leaseholders’ presence.
JHA may also, from time to time, issue “BANNING SLIPS” to individuals who are the subject of crime reports or security notices from actions taking place in parking lots, common areas, etc. of JHA-owned properties or at units where the leaseholder does not wish to request a grievance hearing. Individuals that are present at an apartment where a dispossessory warrant is being executed will also be banned from all JHA property to insure they do not seek housing with other JHA residents.
These individuals can request to be removed from the list by submitting a written request for Hearing to the Director at 327 Bay Acres Road, Jesup, GA 31545 within 10 days of the date of the notification letter. Hearings will be set by appointment only and notification of the Hearing will be sent to the grievant’s mailing address indicated on the request for Hearing. A decision will be sent within a reasonable time not to exceed 30 days. This decision will be the final administrative decision of the JHA.
Grievants arriving more than 15 minutes late for the scheduled hearing time without accepted justification, shall forfeit their Hearing rights and shall remain on the “No Trespass” list.
The “No Trespass” list shall be maintained and updated weekly by the JHA and will be forwarded to the Jesup Police Department as well as the Wayne County Sheriff’s Dept. for dissemination to the crews working on JHA sites.

THIS IS OFFICIAL NOTICE THAT YOU ARE HEREBY BANNED FROM ALL JHA PROPERTIES, INCLUDING PINEVIEW, BAYVIEW AND DOGWOOD ESTATES. YOU ARE HEREBY FORBIDDEN TO ENTER THE ABOVE PROPERTIES. ENTRY BY YOU ONTO THE ABOVE PROPERTIES WILL SUBJECT YOU TO ARREST FOR THE OFFENSE OF CRIMINAL TRESPASS, O.C.G.A. 16-7-21, WHICH IS PUNISHABLE BY UP TO 1 YEAR JAIL SENTENCE AND UP TO A $1000 FINE.
You can request to be removed from this list by submitting a written request by first class USPS mail for an Appeal Hearing to the Executive Director of the JHA at 327 Bay Acres Road, Jesup, GA 31545 within 10 days of the date of the issuance. Hearings will be set by appointment only and notification of the Hearing will be sent to the grievant’s mailing address indicated on the request for Hearing.
